The Bundesnetzagentur publishes the whole Marktstammdatenregister as a daily export. It is read once a month for the storage units of a megawatt or more, every export is kept, and the difference printed, unit by unit. Nothing here is inferred from the numbers; it is one capture against the one before, identifier by identifier. The column headed "our reading" is a rule, and it can be wrong.

Where this can be wrong

The register is filled in by operators and checked by grid operators, so an entry can change because an operator corrected it, because the grid operator did, or because the plant changed; the register does not say which, and the "grid operator check" column is the nearest thing to a signal. A unit that falls below a megawatt leaves this ledger without leaving the register. The first export is a baseline, not a report.
